समुद्रवसने देवि पर्वतस्तनमण्डले । विष्णुपत्नि नमस्तुभ्यं पादस्पर्शं क्षमस्व मे ॥
samudra-vasane devi parvata-stana-mandale vishnu-patni namas tubhyam pada-sparsham kshamasva me
samudra-vasane devi parvata-stana-maṇḍale viṣṇu-patni namas tubhyaṃ pāda-sparśaṃ kṣamasva me
O Goddess robed by the oceans, whose bosom is the mountain ranges, consort of Vishnu — salutations to you; forgive me the touch of my feet.
When it is recited: Every morning after the kara-darshanam (looking at the palms), before placing the feet on the floor.
Traditional significance: The Earth is revered as Bhumi Devi, the consort of Vishnu, clothed by the oceans. Since we cannot avoid walking upon her, the day begins by asking her patience — a small daily act of humility and gratitude toward nature.
Questions
When exactly is this verse recited?

Immediately on waking, before the feet first touch the floor. Together with kara-darshanam it forms the traditional first minute of the Hindu day.
